A modern BMW has 70+ electronic control units running millions of lines of code across multiple bus networks. When something fails, the symptom is rarely where the problem is.

A transmission fault might actually be a wheel speed sensor feeding bad data to the ABS module, which cascades through CAN bus to the TCU. You chase the fault code, you're replacing transmissions that don't need replacing. You trace the data flow, you find a $40 sensor.

That's every defense program I've ever worked on. The symptom is "schedule slip." The root cause is three contract modifications, a requirements change from a stakeholder who left 18 months ago, and a funding line that was supposed to be in last year's POM but got cut. I saw this exact pattern play out with counter-UAS — the problem was obvious, but the fix took years to fund.

Troubleshooting is troubleshooting. The domain changes. The methodology doesn't.

Testing failing? Extend the timeline. (But the test criteria don't match the operational requirements because they were written by someone who left two reorganizations ago.)

Every one of these is the defense equivalent of replacing a transmission when the problem is a wheel speed sensor. Expensive, time-consuming, and it doesn't fix anything.

The Outside Perspective

The best program analysts I've worked with think like mechanics: follow the data, not the assumption. Question the symptom. Trace the dependency chain. Don't accept "that's how we've always done it" as a diagnostic conclusion.

Coming from the private sector gave me something that's hard to teach: impatience with unnecessary complexity. When you've run a business where every dollar matters and every decision has immediate consequences, you develop an intolerance for processes that exist to justify their own existence.

Some people in defense find that annoying. The good ones find it useful.
